It is scary. Unless someone decides to set a national precedent and national standards for exactly what animal abuse is... Well, I'm sure you get the picture, so I'll not spel it out.
I'll give you an example, one man called animal control on us, because we had a dog at that time, that I was training for the South Bend Indiana Police Department, a German Shepherd named Otter. Some guy called Animal Control because he claimed that "the dog lived in a kennel all the time." I don't think that sleeping in a 12/12 kennel run from the time Carrie goes to bed, which is usually when I do, unless like tonight when she is sick, and staying there till one of us is up around five AM is "all the time". Needless to say, he told this stupid lie to animal control and was laughed off.
