Totally agree - sounds like a vaccine reaction.

It's nothing to worry about, sometimes it can take over a month for it to go away. I would, as Lexie said, keep massaging it. If Micah has one more set of shots to go, I would give him a Benedryl before you go to the vet next time, as sometimes it helps with the reaction. The dosage is 1mg of Benedryl per lb of body weight. I buy the tablets so that I can break them in half for my smaller dogs.
