distemper can be picked up anywhere, by any dog, but with today's vaccines, it's unlikely and there is no way to know if this dog may or may not have had shots before he wound up at the shelter.
Every dog I ever got from a shelter had KC and not distemper and I never closed off a dog from my own.
There is an ELISA test for distemper, but it is very expensive and not widly available in the US because of the cost. It's been around for about 6-7 years.
