rattys front teeth are rotten????

Hi! I recently found this board and love it! I have had my rat terrier Spaz for 15 years. She was a rescue from my sister when she found her in a snow bank in the dead of winter in 1993. My junior year of highschool. We have had her ever since and she now lives with my two young girls 5 and 3 and two other dogs both mutts. I recently noticed that her breath smelled but she has this bad habit of eating out of the cat box sooo draw your own conclusions. Well after I had brushed her teeth i noticed that her two front teeth were still black at the top and after looking closer they where rotten! I was devistated. is this common to these dogs what do i do now??? I cant put her down not after 15years!!!! any help is welcome!!!!!
