Rescuers required to pay $300 license to drive thru PA
Wake up and smell the coffee cat people.... from another list. this doesn't apply to cat rescue , but it sure is disheartening. we will be next.

For those who may not have seen it, Pa. is now requiring rescuers and those
that transport dogs from outside of Pa., to purchase a $300. license to do
so. I-81 runs straight up thru Pa., and is a focal point for drop offs from
other states. However, the dog law bureau has had a class for their wardens
and they are now enforcing the law. Such people are deemed as "dealers"
since their intent is to "resell" or "rehome" the dog, which then makes them
a "third party" dealer. It may come to pass that all shelters will also be
considered as "dealers" since they a)confiscate b)resell - also making them
a third party "dealer".
Many rescues that were transporting dogs into Pa. from Illinois, W.Va.,
Virginia are not able to purchase the out of state licenses and those that
are receiving the dogs are getting warning letters in the mail and advising
that to continue the practice they must apply for a dealer license.
Although Pa. says they have no problem with transferring dogs between
states, they want them licensed according to the law.
