why does the brake light stay on?

I have a 67 cutlass supreme. I put disk brakes and a proportion valve from a 71 cutlass supreme on it. Everything seems to be working great. I dont have the e brake cable hooked up. Does the round light, below the headlight switch, have to do with the e brake? It stays on and I dont know why
