I would chech your switch. When you ground it out your bypassing the switch so there is no shut off. It's a grounding problem for sure. I doubt it's in the washer pump. The dash switches are grounded through a series of conecting metal tabs on the back side. These tabs are attched to the studs that hold the dash and pad inplace. Grounding it to the body. I would try taking the switch out and cleaninig it up. I have a few wiper switches around here if you find yours is bad.
