If the starter is good, that slow turn is sign of timing being too far advanced. May not make a lot of sense, but I've run into it countless times. Back off the timing a bit and try again.
BTW, on Olds engines, you don't need a distributor wrench, just use a 3/8" drive socket wrench with a short and a long extension and it will have enough play to make up for the angle and will work just fine!
