Luke,
You can take the starter out and test it out of the car.Hold it on the ground because it may jump
when it kicks on. Just ground it with jumper cables, and hot to the big post and short to the smaller post. If it turns slowly out of the car then you know that it is the problem. If it kicks out real strong when you test it that way then check for a bad ground.Also load test the battery,just because it is new doesn't mean it is good.Cranking a car when it has a bad battery or a problem that makes it crank real slow burns out the armature in the starter.
