Seven moths old and sill needs help sitting

My daughter is closing on eight months old, and still at a two month level when it comes to dev. She needs help sitting and when laying on the foor she throws her head to the side, and will not roll over. Anyone have this problem, is slow growth normal, she weighs 14 lbs now and has very little feet.
