How big was he when he was born? Has he been growing steadily? If the pediatrician sees that he is not getting off his usual growth percentile, then they will tell you not to worry. Have you looked at his growth charts?
33 inches is about 83 cm, right? I just looked at the charts and indeed for 3 years he is below the 3rd pecentile, but for 2 years he would be in the 25th percentile which is not the smallest... Also, maybe it would be good to look at his height to weight ratio.
Also, a lot of catch up growth for boys takes place when they are in their teens - they are the smallest in the peer group nd suddenly after the summer they need all new clothes because they grow a few inches in a month or so...
These are my thoughts after reading your post. May be or may not be helpful...
