I agree that it is a weird and uncommon fashion. But hats and gloves are weird as well, these days. I'm happy that some royal ladies keep sticking to it anyway.

To come back on the weird sleeves: apart from the strange sleeves the details are pretty good. The inside of the jacket returns in the sleeves, the bows and the double edges of the skirt. For some reasons it fits in the overall image.
