Which lady in Waiting

The Queen is standing with a lady identified as the Duchess of Gloucester in some pictures. To me it looks more like a lady-in-waiting carrying a badge of office. Does anyone recognize her? Also - the fact that the state visit is taking place at Windsor Castle means more state banquet pictures. There are apparentluy better photo-opportunities at Windsor than at Buckingham Palace.
