Hopefully, a lady (no matter whether queen or business woman) doesn't look like women who could be her mother or even grand mother!! HenriM, please compare apples with apples! The queens you mentioned were also much more fashionable in their younger years (HM Queen Elizabeth II even showed cleavage 
when younger). A comparison with women of Queen Rania's generation (CP Mary, Princess Máxima etc.) would make much more sense...
Oh and BTW, Lorenzo wrote, she didn't looked 'glittering', but she looked 'radiant'. Completely ok not to look 'glittering' at a business event - in that case, HM would have been completely overdressed
