Unfortunately Berlusconi behaviour is not a surprise for Italians (someone remember "the cucu' to PM Merkel? Or "tanned President Obama"? or gaffe during photo session with the Queen?).
Visit to Putin is a private visit as confermed by our foreign minister, real intent seems to be to collect private informations from former KGB (former Putin's job) about left party political (like President Napolitano).
In Italy there will be soon regional elections and PM needs to have scandals for amuse public opinion from private matters and catch enemies.
So I could understand is more important a "private meeting with a old friend" like Putin then have a dinner with a foreign Head of state like King of Jordan.
