Someone ... made me think about the travel involed for the teams. So I looked at a map of the US and the locations of the 36 teams.
To start, all I've looked at is what the distribution of the top 18 seeds would look like if you only tried to minimize total distance traveled by the 14 of those teams that are traveling to regionals, but maintain one 16 team, one 6-12 team, and one 13 to 18 team in each regional ... here is what that would look like ...
(The one team that matches the actual placement, other than hosts, is in BOLD.)
West:

Of the remaining 18 teams ... it looks like about 13 were NOT sent to their closest regional, thought it is impossible to send all to their closest regional! Six teams' closest regional was Penn State (maybe not easiest to get to though!
) with only 2 spots available (those 6 went to LSU & Florida!) ... maybe they were trying to avoid some extra Big-10 match-ups?, by sending BYU to Penn State instead of Illinois (went to Ok) or Ohio State (went to LSU) ... ???
