SKRULLS!!
It all adds up...
Its text book Infiltrative spec ops
-Find a disaffected group
(both anti reg AND depowered mutants fit in this catagory)
-Train and Arm them
-Use a figure they trust to lead them (Night Thrasher)
-try to win hearts and minds
Its classic divide and conquer tactics.

So far this team being backed by SKrulls makes a heck of a lot of sense...the tech is a big what if.

Although, I would not put it behind Dwayne to manufatucture such stuff.
