I don't have every issue (I'm waiting for the FF, Wolverine and Frontline stuff in trade, basically, although I have a few issues of frontline, as you'll see) but I've just spent the last few days trying to work out some order of a reading list, and this is what I've come up with:
2) Amazing Spider-Man #530
2) Amazing Spider-Man #531
3) New Avengers: The Illuminati (one-shot)
4) Incredible Hulk #88 (deals with what happens to the Hulk prior to the start of “Civil War” and explains why he is not involved)
5) Incredible Hulk #89 (deals with what happens to the Hulk prior to the start of “Civil War” and explains why he is not involved)
6) Incredible Hulk #90 (deals with what happens to the Hulk prior to the start of “Civil War” and explains why he is not involved)
7) Incredible Hulk #91 (deals with what happens to the Hulk prior to the start of “Civil War” and explains why he is not involved)
8) Incredible Hulk #100 (deals with what happens to the Hulk prior to the start of “Civil War”, it further explains exactly what the Illuminati did to the Hulk)
9) Civil War #1 (of 7)
10) She–Hulk (season 2) #8
11) Civil War: Frontline #1 (of 11)
12) New Avengers #21
