I read the same issue and never felt that Speedball was now Penance. I'm not saying I'm right and you're wrong, but it's all in how you interpret the scene. I thought Robbie was joking and the change in heart in him was so radical I kinda wondered if he'd been replaced by the Space Phantom. Unless the assassination attempt by Stark's side caused brain damage then there should have been something between his two stances on registration to explain even a little of it.
