So just because he was able to expand his kinetic field to block an explosion in one instance does not automatically mean he can do it for every explosion he ever encounters. In the Sienna Blaze incident, he was only facing one opponent, so he had more warning in order to be ready to create the shield.
In this incident, there were multiple opponents, so Robbie may not have had enough time to generate the shield before it was too late. And even if he DID generate the shield, go back and look at that old issue again--everyone inside the field was still injured, and the surrounding area was still devestated. So even if Speedball had been able to generate the shield, the Samford Massacre would still have happened...and if Speedball had succeeded in saving the Warriors, but the rest of the civilians were still killed, that would have looked even worse for the Warriors.
