    ? Nov 16 Bulletin: The Corps of Engineers, Dep’t of the Army has applied for a federal consistency determination for a minor modification/maintenance of the Arthur Kill Channel. The channel is to be extended on the northern end to just beyond the Gothels Bridge, about a half-mile distance. Project # 0000-01-1003.1, Project Manager: Suzanne Dietrick. Comments are due within 15 days of the publication date; therefore, the deadline was October 20, 2005. An application for the same project for a modification-maintenance dredging of the Arthur Kill Reach of NY & NJ Channels to a depth of –35 feet below MLW plus 2 feet overdredge for a total volume 298, 110 CY. Comment deadline currently unknown; awaiting response from DEP.
     
    ? Nov 16 Bulletin: Amboy Aggregates has applied to renew their permit to mine clean sand from the Ambrose Channel to a depth of 90 feet. Project # 1220-02-0003.2; Project Manager: Mark Davis. Comment deadline is 90 days post publication; therefore, due January 5. 2005.
     
    ? Nov 16 Bulletin: The Department is proposing to issue a NJPDES Master General Permit, No. NJ0142581, to authorize distribution of Reclaimed W-ater for Beneficial Reuse (RWBR) for restricted access applications. Restricted access reuse involves the use of treated wastewater where the possibility of exposure to the general population is minimal and/or worker contact is controlled. Such applications include sanitary sewer jetting, street sweeping, sewage treatment plant washdown, fire protection, irrigation of landscaping within a secured perimeter (fenced area) and certain industrial processes. Comment deadline: December 17, 2005.

    ? December 7 Bulletin: Egg Harbor Township has applied for a permit from the Land Use Regulatory Program for the design and construction of a stormwater management system. Project #0108-05-0001.1, Project Manager: Phillip Mattison. According to Mr. Mattison, the proposal is to remove most of the existing 17 outfalls and replace with 5 outfalls that will discharge to Lakes Bay. The project also includes installation of a bulkhead and dune construction. Comment deadline: January 5, 2005.
     
    ? December 7 Bulletin: The NJDEP, Dep’t of Fish, Game & Wildlife has applied for a permit for a “Aquaculture Development Zone.” Project # 0000-055-0028.1; Project Mgr: Andy Heyl. Deadline not yet confirmed but likely around January 7, 2005.

    Other Projects
     
    Dredging of the Shark River
    ? The Shark River Bay Environmental Planning Committee held a press release on Monday August 8th, to release the “Draft Dredged Material Management Plan for Shark River Bay.” The report is available electronically at http://www.neptunetownship.org. The Committee hosted a “community-wide open forum” on August 16th to take comments on the draft plan. Written comments were due August 26th.
    ? The Committee originally planned to present the final plan at a second press conference on September 14th. However, the date for the second conference has been postponed. The SREPC has decided to re-draft the DMMP and put it back out for public comment (date TBA).
     
    Blue Ribbon Panel on Development of Wind Turbine Facilities in Coastal Waters
    ·       On November 30th, the Blue Ribbon Panel released an Interim Report. In response to several proposals to develop wind facilities off New Jersey’s coast, Acting Governor Codey charged the Panel with "identifying and weighing the costs and benefits of developing offshore wind turbine facilities." According to Edward J. McKenna, Jr., Chair of the Panel, “[t]his interim report represents our progress to date toward meeting the Governor's mandate…[and] provides a summary and analysis of the Panel's objective findings. During the next phase of our work, we will seek public input on the content, accuracy, and scope of these findings before deliberations begin on the specific policy recommendations to be included in the final report that will be forwarded to Governor-elect Jon S. Corzine next March.”
     
    ·       COA is reviewing the Interim Report and will be submitting comments to the Panel.
