Is a single tank equipped with an H-Valve considered acceptable redundancy

I recently saw a different type tank set up during a dive - the individual had an H-valve set up on a single tank with two complete sets of regulators (1st and 2nd stages) - i can see how the second reg is redundant to the 1st regulator but when there is a need for an alternate air source dont you need a second tank? could not one of the 1st stages go bad and bleed out the only air source? - am i incorrect or just over thinking the situation?
