No - dont need the Twic card - I do Not require "unescorted access to the secure areas of ports under the jurisdiction of the..." MTD, HS, DOT etc. My initial calls re: the mussels went to the marine fiseries dept of NJ - the "clerks" there are just that - Clucks!. Couldnt even take down a correct phone number!. Went to the top - got the regs - talked with the top and read the regs together. He specifically pointed to the sections that apply. VERY self explanatory!
