Spain is doing no different than any other country. Having spent more than a few summers in the Spain on the Mediterranean, I quickly learned the Spaniards are very restrictive in what can be fished for and what can be taken - there are many places that still have Roman and Carthaginian buildings right on the edge of the water. I often saw things on the bottom that I just left for fear of getting in trouble. Even octopus can not be taken unless permitted. If they were in Spanish waters, then Spain has a right to its history - What happened when Mel Fisher found the Atocha and brought it back to port- I am not saying Spain deserves anything but they need to clear themselves of doing anything illegal - I seem to remember these people going through customs in Gibraltar – my question is who did they pay and how much was it?
