This event is for this February and March. It is associated with Arctic water temperatures and snowfall in Eurasia. Apparently, according to the article, it has already happened in 2014, 2015, and 2016. I remember that unusual Arctic event in late February/early March of 2015. We dropped down to zero or just below. I don't remember it being that cold so late in the winter.
