I think you missed the point of the article. They aren't talking about some event that might take place in the distant future. They're talking about this February and March. Apparently this event is influenced by Arctic water temperatures and the amount of snow cover in Eurasia. They've noted that these two conditions are being met this year.
If you notice in the article, they said it had already happened in 2014, 2015, and 2016. I remember the cold event at the end of February and the beginning of March 2015. I was in Florida, but I remember seeing the temperature drop to just below zero at home. I remember thinking that I couldn't remember a time when it had gotten so cold so late in the winter.
Now, does it mean it will definitely happen. No. But it is something to think about, especially for people who like to remove their winter protection schemes early.
