I've used them and had no problem. Actually, I liked them better than leaves for outside protection, because the wind didn't blow them off as bad. Also, the voles aren't crazy about nesting in pine needles. Of course wood chips wouldn't blow off at all. They don't add anything to the soil for a few years though. Same for saw dust, except it collects moisture and can cause certain plants to rot by spring. Sawdust also has traces of oil in it from the saw. All the above (with exception of the sawdust) would make good insulation for the winter if kept dry. If I had a choice, I'd use pine needles, but they aren't many around here. Usually, I just drive into town and pick up the bagged leaves set out for trash pick up.
