Not a washy expert by any means, but you are doing what I did the previous year in my first attempt. It didn't work. Don't cut anymore. Spray a bit of Daconil you can buy at Lowe's and keep all moisture out of it until after your last frost/freeze. Which should be around April 10 for you as it is me basically. Maybe 15th. I think I started to see movement in the middle last year and got impatient and gave up. I think you should stand back and let nature try to revive it along with keeping moisture out of it. I can tell you what I learned from last year..
1. Air it out several times over the winter, particularly during warmer winter weather.
2. Do not let it stay uncovered past 32F once the palm has been cut back. It will get frost formation and it will run into the crown. DRY DRY DRY! That's the key. I'm not even going to let hardly any rain get in mine until April 15. I did the other night, but that was a short shower and it's been nearly 80F the last two days.
3. Don't give up. That palm is probably alive. I'd give it until Memorial Day. If it's not going then, it's toast I'd say.
Yes, that's just oxidation from the top I think. Daconil it and keep it dry.
If it dies...try another. I'd recommend filibusta. They take moisture better than filifera I hear and they grow fast like robusta and are almost as cold tolerant as filifera. I'm going to try me one from seed and am germinating some now.
