Rob, the following is from "Palms Won't Grow Here" by David A. Francko. He talks about a palm being defoliated and spear pull.
If by the end of April or very early May (a little earlier in zone 7) a new spear is not growing, it is likely that damage was fairly extensive and more drastic measures must be taken to save the tree. Cut off sections of the trunk with a saw until you encounter live, greenish yellow bud tissue. In extreme cases this means cutting the trunk to within about 1ft of the ground. Treat this tissue with fungicide every week or so. In almost all cases the palm will initiate a new spear and recover from there.
