First question, on a 77 - 79 Cougar, are you talking front or rear stabalizer bars?
I personally have taken a set of factory stabalizer bars off of a 78 Cougar rear axle.
I have these sitting around the house somewhere, and think I kept all the bolts and hardware.
I've also taken front stabalizer bars from a 76 Montego, have saved them, and as I remember on my 77 Cougar wagon, there are bolt holes are in the 77 Cougar frame that will allow you to bolt 76 stabilizer bars to a 77 frame. I would think 77-79 Cougars all shared the same frame, which may have been the same frame as 76 and earlier Montegos. Bolt holes are on the bottom of each side of the front frame near the front of the car. The stabilizer bars attach to each frame rail, and the other end of the bars bolt to the holes in the frame below the oil pan. Look at the frame under your oil pan, and you should see holes for stabilizer bars.
