Your easiest course would be to cut out the rusted portion of the wheel wells, and fabricate sheet metal patch panels to weld in. Its not nearly as fun to replace 1/4 panels as "Overhauling'" would lead you to believe. Attached is a link that shows my 75 after it received its skin graft. The technique is called a partial panel replacement, because you don't remove the original panel at the spot welds.
