79 Cougar Springs

I want to improve handling and ride. Can I use springs for a 95 Crown Victoria cop car?. I compared specs between Cougar Front HD and Rear Variable Rate. The Crown Victoria is about an inch shorter in the front, less # of coils, less load capacity. There are some differences in the rear also. Any recommendations?. For shocks, both the Crown Vic cop car and the 79 Cougar HD, Bilstein recommends the same shocks B46-1495 and B46-1496. Thanks
