Just back from a long weekend in Rum. You no longer need permission to stay on Rum, but as far as I am aware the only place you are allowed to pitch your tent is at the small area at Kinloch set aside for this purpose. Basic facilities are provided i.e. toilet and water. There is also a hostel in the castle.
Both bothies are MBA and are "open", therefore permission is not required to stay the night.
Have heard about the rule stating that parties are to comprise of a minimum of 4 persons but thought it applied to rock climbing. We had intended to go climbing, but weather was not ideal, there were however over ten of us making up our party on the island. Anyway I am not sure if this rule still applies.
