Access and cleaning a new crag

Right then what do I have to be aware of if I want to access, clean and then climb on a disused quarry. What is the access legislation and what is the 'official' process for gaining access to climb in such a 'venue'. I am not concerned here with the technical issues of climbing and cleaning and the potential dangers inherent to such an activity. I am trying to find out about access and what I can do and what I shouldn't do.
