Hi Henry,
Get the guide book called "Lowland Outcrops". It's produced by the Scottish Mountaineering Club. (SMC). You could pick one up at Tiso's on Rose Street in Edinburgh.
I'm not sure that I can recommend anywhere as you may be bound by regulations, so I suggest to contact the Scout Association in Scotland - they might be able to recommend certain venues. http://www.scouts-scotland.org.uk/
Hawkcraig at Aberdour on the Fife side would be nice, but, the cliff is Tidal and it might be difficult to manage a group there. However you could get the train there from Edinburgh if need be. I don't know how you are fixed for transport.
