There really isn't a lot of evidence to support that Frieza was weaker than King Kold, it is just sort of assumed. Note that nobody on earth sensed King Kold, they sensed Friea from space at the begining of the android saga because Frieza's was bigger (and familar) they didn't say there are two great powers, oh no one is Frieza and the other makes Frieza look like a joke, oh man we're in trouble. As for the third sibling that always shows up I treat them the same as I treat Cooler, they weren't more powerful than Frieza the last time they met. And since the Kolds are out to conquer everything its likely that they very rarely meet and thus are only generally aware of how strong the others are.

Not meaning to insult anybody but other than arguably King Kold it you're just plain wrong. (within the show fan fics aside for the moment)
Frieza is more powerful than Cooler.
1. Goku was pounding Cooler in 4th form, he had to go fifth to beat him and then got spanked by SSJ Goku. It took SSJ Goku to beat Frieza 4th form. If Frieza had known about the 5th transformation he would have spanked Goku all over the galaxy.
