I agree. GT does have it's good points but character development isn't one of them. Thoughout Dragonball and DBZ, Toriyama creates a wide host of interesting characters and nearly all of them have a moment when they shine. Vegeta vs 19, Trunks and Goten vs Buu, stuff like that. But come GT, all their achievements seem to be forgotten and they become just filler characters. For example, when Piccolo showed up after Gohan was possessed by Baby, he just fired off a warning shot and then was blasted by Baby's kamehameha. Piccolo wouldn't just stand there and let the blast hit him! He's smarter than that!
I think the main problem with GT is the writers didn't spend enough time focusing on the characters the same way Toriyama did. They just seemed to want to get to the big fight scenes as quickly as possible. What they failed to realise was that the reason the battles in DBZ were so enjoyable is that Toriyama had taken his time and built up the suspence beforehand.
Man! Writing this has made me think up three new hiccups concerning GT.
