*sigh* I hear ya on the problem with including the movies in canon. But what sucks is that the super hardcore Otaku of Dragonball don't include GT in the canon. I think the best view for official information (skewed/and or impossible timeline aside) if it can be found in a video store aisle or in the manga - its official. I remember when I first asked if the characters in DBSZ were going to go SSJ4 that the negative response was pretty heavy (something to do with a lesser role that Toriyama had in production and slightly worse animation). But then again the redub hadn't been released either. If I sound like a know it all on this subject its because I've waged this discussion so many times before (including a brief daring and ultimately infutile post on the philosophical meanings of transformations) that I have a pretty large pool of info to draw upon. I think that Saiyans are capable of two basic transformations: Super Saiyan, and Oozaru. Since the Oozaru transformation is usually brought about by circumstances that the Saiyan is not in control of so they all can achieve that state.

Super Saiyan however is more of a state of mind. And only a few are able to attain it. Its more likely to attain that level with a teacher which explains how the rest of the family can do it.
So while I wouldn't call SSJ4 or Golden Oozaru the "Legendary Super Saiyan" I would call it the absolute culmination of the Saiyan Race. Their true potential if you get my drift.
Hope that patches things up. I'll leave my posts a bit more open ended next time.
