I think you've hit the nail on the head. Many of the characters in DBZ gain strength through the need to protect their loved ones. We've all seen what Gohan's like when he sees one of his friends get hurt. The increase in power he gets, although temporary, is incredible! At times like that, the only thought in his head is to keep Freeza, the Spice Boys, Garlic jnr, whoever, from hurting them anymore.
Since Vegeta is a nortoriously selfish guy, at least to begin with, it's not possible for him to achieve that sort of power. It's not until the Buu saga where he starts to fight for his family rather than himself, that we see his true potential.
