Frankly I think it might be a bit more spiritual. Goku for lack of a better term is "pure of heart" Goku seems to get stronger not out of pure will to become strong but rather the need to protect those he cares for.
Vegeta on the other hand while a brilliant martial artist doesn't have the same sort of focus. Yes he's single minded in his training habits but he always has some stray thought on "that damn Kakkarot" or some such. Consider that Vegeta claims he's only able to Transform into a Super Saiyan when he just stops caring about beating Kakkarot.
Consider his position: All of his life Vegeta has been considered the strongest Saiyan alive. Then he comes to Earth and finds one who approaches him in strength. Inconcievably Vegeta is nearly killed and he leaves. The next time Vegeta and Goku meet, Goku has passed Vegeta by leaps and bounds. It just wouldn't make sense to Vegeta how this low born moron could possibly be that powerful. I see Vegeta as having a lot of self doubt about his position in the universe, however the Saiya-jin No-Ouiji doesn't just sit back and let someone take all the glory. Vegeta's pride is such that he refuses to let himself be anything less than the best. In the end this is more detrimental to his skill because he spends more time on worrying about his position rather than focusing on what his true potential could be.
The best way of putting this is what Goku says when training Gohan in the Room of Spirit and Time, 'the power responds to a need, not a desire.' Vegeta very much desires to be stronger.
