I think not. 18 was definitely holding on her own against the two of them when they tried to double-team her after she ripped their costume off. Plus, I think she's a lot stronger than she show lets on as none of has really seen her full capabilities. And there's also 18's ability to never grow tired, which none of the Saiyajin or Half-Saiyajin possses. I think 18 could take the two of them.
