This is my theory on things.
Dr. Gero builds androids to kill Goku. They are too powerful to control and possess to much free will etc etc. Goku dies of heart failure. Without a huge threat Gero starts working on his robots gradually making them weaker in the hopes that he will eventually be able to control them. They escape anyway and kill the senshi. Alt Universe.
Goku survives the seven years, Gero and 19 challenge him. Lose and release fully powered 17 and 18.
