1st. Correct me if I'm wrong, didn't they both reach level 3 during the fight with Aisizu in this fan fic? And second as Goten and young trunks prove you can break through to SSJ without anger. It is a stress induced transformation, anger is the easiest way but the boys just kinda pushed each other to that point and for that matter Gohan reached it under training conditions even if he was angry. And Vegeta reached it when he let go of his rage for a moment.
