Power's and abilities don't quite match up in the same ways the different universes, when Mirai Trunks comes back to the past and first meets Juuhachigou, and Juunanagou he says that the androids were for more powerful than the ones from back home. And the Cell that did the killing/absorbing was a Cell from yet a third alternate universe. Who's to say exactly how powerful Cell is. It's been quite fairly established that the fighters from this storyline are less powerful than the "official Z senshi" just look at Walking on the Sun.
