I'm curious....if you were a writer at Marvel and Quesada gave you the chance to write the Scarlet Witch's next story, to make her a viable heroine once again, how would you go about doing it?
If it were me, I'd have her placed at Ravencroft, where she would undergo some extensive therapy to help her deal with her problems. Doc Samson could be one of her therapists; I'd even consider having Clea (or another fitting character) help Wanda with her powers. It would likely take some time, maybe a year or two or so worth of stories, but Wanda would ultimately be able to return to her heroic duties. A part of the storyline would be that a lot of her old teammates and friends would have to come to terms with the fact that she wasn't in her right mind when she did the things that she did. They would each talk with her at some point during her healing process. Meanwhile, the other inmates at Ravencroft, like Shriek and others, would be the source of some woe. Just some ideas anyway.
