There were relations involved. Vision was just sterile. He didn't have to be though. What separated him from a robot is that an android is where all the biological processes are done artificially. That's where some artists (and the special effects wpeople who worked on Data in Star Trek) fell down on the job when they showed robotic innards. To qualify as an android hed' have to have artificial organs, muscles, etc, rather than teh solid state electronics we sometimes saw when he was opened up. It would have been a small stretch to say that Horton and Ultron had found a way to artificially recreate the productive system perfectly and then there would have been no need of a miracle conception.
