One thing you can try Jane is "fish caves"..PVC pipes about 8" or more around and weighted down with some cinder blocks. The fish can hide when they see predator shadows like from a Heron. The Eagles are a new one!
But,I had all my fish caught years ago by Raccoons and Herons before I knew what hit me. I had pond fish for 25 or 30 years with no problems. Then the city knocked down old homes next to mine and that created a corridor for wild animals in those hills you see in my photos.
You might also try netting..its super cheap. Not a great look.but I've seen very expensive ponds and big Koi covered by that netting. Last resort.
