Is it too late to plant Impatiens as perennials?

I don't know what variety I planted in the past but they came back every single year. I bought and planted them as flowers. This year, I wanted to start early and scatter a lot of seed to not have to go through planting. Nothing ever came up. If it did, the landscapers probably weeded it. Is it too late to plant the perennial variety? If I purchase the annual variety, don't they just set seed and return anyway?
