Large trachy very slow this year

The first windmill palm I ever planted was in 2007 at my moms. It was a 3 gallon and it has since grown (slowly) into about a 11 ft specimen. It has seen a LOT of cold and ice/snow. Last year, I noticed the palm seemed to be growing a bit slower than usual. This palm typically puts out maybe 16-18 fronds. Last year it was more like 14-15. This year? Only 6 fronds so far and itís been very warm and wet. Granted, this palm is left mostly to fend for itself and has defoliated a couple of times in its past, at least. This past winter it took 7F and at least 140-160 consecutive hours below 32F. It was mildly damaged at least, with about 40-50% foliage being browned out. It flowered as heavy as Iíve ever seen it do this past spring with maybe 9-10 stalks. This made me wonder if this was its way of trying to reproduce considering it may be going into decline. I guess what has me confused is the sudden lack of growth? This seemed to start more so after a mild winter, not a severe one like this past year. I can post a picture soon maybe. Iíve fertilized it and other than that, it basically lives itís life along side a couple of Sabal minor palm friends. The palm still looks reasonably ok, but this yearís growth has been exceptionally slow. Could there be an issue with the roots?
