Ficus benjamina is pretty hardy--it can take 28 deg F in at least dry conditions (probably less in humid conditions, though some of that could that more humid conditions would mean a cooler day that follows the freeze). Stan and I have discussed F. benjamina in the Bay Area, and it looks like the main issue there isn't so much the risk of frost but instead the slow growth rates due to a lower average temperature than in So-Cal. But as Stan has shown, F. benjamina can indeed be grown in at least milder parts of the SF Bay Area.
